The purpose of this Planning Application Booklet is to compile for ease of reference the completed application forms, Ownership Certificates and plans which together with other documents constitute the outline planning application on land west of the A1(M) at Stevenage for 5,000 dwellings and associated development. The formal description of the development for which planning permission is being sought is as follows:

"Development of approximately 5,000 dwellings and business premises (Use Classes B1 and B2); shops (Use Classes A1, A2 and A3); leisure, social and community facilities (Use Classes D1 and D2); open space and landscaping; and provision of infrastructure, highways and public transport facilities; and ancillary facilities."

The West Stevenage Consortium ("the Consortium") comprises Taylor Woodrow, Persimmon and the Garden Village Partnership Plc. The enclosed planning application has been prepared by a team of specialist consultants appointed by the Consortium to enable North Hertfordshire District Council and Stevenage Borough Council to determine the outline planning application and to inform statutory consultees and third parties, including members of the public, who wish to comment in understanding the proposed development.
